The lighting/shadow calculations and the reflexions on the glossy surface of the chair in the back are comparable in the two images (though, in the Octane image it's seems the reflexions on the chair surface are a little bit more pronounced - but this effect is possibly due to surface shader different settings in Octane and LuxRender). The skin of the character seems to have a little more glossiness in the Octane image (but, again, this is probably due to the skin shader settings used). On the other hand, the hair seems more dull, without luster, in the Octane image and looks more shiny in LuxRender (again, the different hair shader settings).
In conclusion, the quality of both renderers seems on par to me, but Octane render have the incontestable advantage of speed (after my calculations, Octane render was aprox. 66x faster than LuxRender on this particular scene) !

PS: the only thing that prevents me to migrate from LuxRender to Octane is the price for the last one.
